Agency on nuclear and radiation safety

 In November 2001, Tajikistan became member of the IAEA (MAGATE) and need was realized to create a national framework for science and regulation in the field of radiation safety. Therefore, Agency for Nuclear and Radiation Safety was organized in 2002 on the basis of the Atomic Energy Agency at the Presidium of the Academy of Sciences of Tajikistan. Academician U.M. Mirsaidov became the director of the Agency. The main activities of the agency along with the management functions are:

  • research in the field of nuclear and radiation safety;
  • radionuclide monitoring of biological media of Tajikistan;
  • complex processing of uranium ore and wastes.

In accordance with the Law of the Republic of Tajikistan “On Radiation Safety”, agency is the State regulatory authority for radiation safety, which makes the unified state policy and coordinates the work of other authorities. According to this law, the agency performs following operations;

  • license the various activities on the use of radioactive substances;
  • pprove the rules and regulations relating to radiation protection, physical protection and emergency planning, control and accounting of nuclear materials and radiation sources;
  • supervises the observance of rules and regulations of radiation safety, conditions of licenses;
  • establishes qualification requirements for employees working with facilities using ionizing radiation sources, etc.

The agency is currently a major national coordinator of IAEA, governing the activities associated with the use of radioactive materials, and promoting the peaceful uses of nuclear energy.

The functions of the agency as the National Coordinator include:

  • coordination of all phases of the Market program;
  • dialogue and exchange by information with partners on regional and national projects;
  • Ensuring delivery of national projects to the IAEA;
  • Management of national and regional projects;
  • Guidance in carrying out of national projects, etc.


The structure of the agency consists of 4 sections:

  • research and development department;
  • department of Licensing and control;
  • information and Analysis Division;
  • department of Science and Technology;
  • branch of agencies in Chkalovsk.

The Research Division conducts research in the field of radiation monitoring for biological media of Tajikistan and the processing of uranium ore and wastes.

The department gathers the most complete information about the thermal and thermodynamic characteristics of the crystalline and dehydrated nitrate and sulphate pitchblende.

The kinetics of the sorption process of extraction of uranium from mining and industrial water, wastes of uranium industry revealed high sorption properties of apricot shell in comparison with other sorbents.

A process of the extraction of uranium from mining and industrial water wastes of uranium industry was developed. For the deposition of yellow cake from uranium-containing solutions, an improved process with use of limestone and ammonia with sulfuric acid after desorption of uranium from the resin AM (n) was worked out.

The main objective of the department of licensing and monitoring agency is to strengthen the regulatory framework for radiation safety, the use of the main provisions of the Law of the Republic of Tajikistan “On the radiative safety” the Law “On the Use of Atomic Energy” and decisions of the Government of the Republic of Tajikistan. More than 15 documents, regulations, rules, orders, requirements related to government regulation in the field of radiation safety are in operation. Information on radiation protection and for improving the scientific and technical level is provided to the employees.

In departmental library and national INIS (International Nuclear Information System) Centre, since 1970, IAEA publications in the field of nuclear and radiation technologies are available. Agency is also coordinating with international organizations and since 2002, has implemented 13 national projects and 4 projects are submitted to the IAEA.

All implemented projects are focused primarily on the supply of modern equipment, training of the personnel by the educational experts, fellowships and scientific visits to several European countries. The Agency has international contacts for the implementation of projects with Nuclear Regulatory Commission and the Department of Energy USA, European Commission, Norway, Germany, Great Britain, Turkey, International Science and Technology Centre and UNDP.
