By the Presidium of the Academy of Sciences of the Republic of Tajikistan in order to conduct comprehensive research projects aimed to developing the productive forces and the effective use for the national economy in the Khatlon region in 1999, it was decided to create Khatlon Scientific Center of the Academy of Sciences of the Republic of Tajikistan in Kulob.

Research and production facilities for biological research center are available in the botanical garden in Kulob.

From 1999 to the present, the director of the center is Dr. T.B. Boboev. Research activities of Khatlon Scientific Center is focused on the study of biological diversity, including rare, endemic and endangered plant species and adaptive properties of various species of herbaceous plants.

Staff of the Center has a collection of seeds of rare and endangered plant species Keyserlingia mollis, Ostrovskia magnifica, and are included in the Red Book of Tajikistan and planted in the Botanical garden of Kulob. In addition they have collected large number of seeds, bulbs and live plants that are sown and planted in experimental plots of Botanical garden for further introduction of plants in Kulob zone.

Khatlon Scientific Center participates in the events held on gardening and landscaping in Kulob and settlements of Khatlon region. At the initiative of Kulob Botanical garden, annual exhibitions and sale of seedlings of trees, shrubs and flowering plants is conducted.
